What is Commercial Invoice?

A commercial invoice is a bill for the goods from the seller to the buyer. Commercial invoices are utilized by customs officials to determine the value of the goods in order to assess customs duties and taxes. In general there is no standard form for a commercial invoice although they tend to contain many of the following features: 1.seller's contact information 

2.buyer's contact information 3.consignee's contact information (if it is different from the buyers) 

4.invoice date 

5.a unique invoice number 

6.payment terms 

7.currency of sale 

8.full quantities and description of merchandise (Generally this includes unit price and total price. Product descriptions should be consistent with the buyer's purchase order. Including the Harmonized System commodity codes can be helpful, especially in countries that are WTO members.)  9.certification that the invoice is correct (Standard language is "We certify that this invoice is true and correct."

Import License for China Sourcing

Persons intending to enter intoChina sourcing must obtain importing licenses from appropriate agencies by meeting the requirements. This doesn’t mean that U.S. Customs Service requires China sourcing party to have a license but other agencies may, depending on what is being sourced. If you are China sourcing toys, sea foods, birds or animals for example, you need to obtain licenses from departments like pollution control and safety, and Department of Agriculture - particularly the Animal and Plant Health Inspection Service, Plant Protection and Quarantine Program etc.Import license for China sourcing is issued upon payment of requisite license fees. You can initiate licensing procedure upon receipt of a copy of the End-User Statement either through facsimile or physically. This statement is no license in itself for China sourcing as long the receipt and retention of the original statement is in your handsEnd User Certificate for China SourcingIn cases such as you are China sourcing for others, you are required to apply for the license under “Ultimate consignee and Purchaser statements” within 60 days of receiving a communication from the BIS authorities. However, note that subsequent license applications for China sourcing must be supported by the first license or this import End User Statement within 6 months of the date signed.Your request for Import Certificate must be only those items that are controlled for national security (NS) reasons. It is mandatory for the end users to have obtained an end user statement for each item listed in the license application, especially for China sourcing 748.9 (c)2.Multiple Use Certificate for China Sourcing    license or the End User Certificate may be availed for multiples uses and multiple items. A multiple China sourcing license is permitted provided you certify that the total of individual items for which licenses are sought don’t cross the total permitted by above certificate.Having accomplished this, you must get your facility inspected for compliance which requires you to pay the appropriate fee. The following are some of the common ways of payment modes in international trade. Banker's Draft is a cheaper option and easier to obtain but there is a risk of loss in transit. The only advantage it has against check is quicker credit that the exporter gets. Letter of Credit. This international trade instrument is mutually convenient for both the parties. The exporter gets paid once he produces the copy of BoL (bill of lading) which he receives from the shipping company and the LoC, to the bank, regardless of whether the consignment as arrived at destination or not. Wire transfer is by far the fastest and the cheapest option in which the importer will instruct his bank to transfer the amount to the exporter’s bank account. The first time, the transfer happens in about 10-15 days depending on the destination country and the routing bank. International wire transfers are made through intermediary banks/correspondent banks. Although not in a big way, some China manufacturers accept Paypal for smaller amounts such as US$5,000 but require 3% extra to compensate for the charges. Paypal is the quickest and easiest mode of payment in international trade.Banks that are serving international trade, understand the crucial role they are required to play. Many large banks maintain worldwide correspondents to provide quick delivery of actual currency, wired money or drafts. You may choose your bank for international trade account on the basis of whether the bank can extend advances against the account receivables. Bank may, however, require your account secured through export credit insurance provided by Export Import Bank of United States. Banks also let you enter into forward exchange contract with your bank and fix the amount of the foreign exchange you receive when you are dealing in convertible currencies. You need your bank to be with you as long as you are in international trade.

The trade time line

From your knowledge of your supply chain, you should be able to calculate your funding needs. Consider:
• How long is the suppliers lead time before they start manufacturing.
• How long is the manufacturing period?
• What payment terms are you buying on?
• When will you have to make payment?
• Where will goods be shipped from & to?
• How long will this take?
• What will this cost?
• How long does it take to clear customs?
• What will this cost?
• How long will goods be in your own storage?
• What payment terms do you sell on?
• How long do your customers actually take to pay?
• What is the difference between when you have to pay your supplier and when you realistically expect to be paid by your customer?
• If you want to use invoice discounting, remember it can only be considered once you have raised your invoice to the debtor.
• It can quite easily be three months, or more between an order being placed and funds being received from your debtor.
Settling Payment
There are three main ways of settling payment. These have an inverse relationship between what is most secure for the exporter and what is most secure for the importer.
• Payment on open account is most secure for the importer, but least secure for the exporter, who would prefer.
• advance payment, putting the risk on the importer.
• Documentary collection and documentary credits are less risk for both sides, although they are only as good as the quality of the documents.

Rates between forwarders always vary because some forwarders specialize in some destinations but not others, so their rates for those areas will invariably be better. Always attempt to find out whether the service to the destination you require is the forwarder’s own service, or whether they will subcontract the work to another forwarder – subcontracted work will usually be more expensive.

2. Members of the British International Freight Association (BIFA). ‘BIFA’ is the professional organization for freight forwarders: to qualify for membership, forwarders must adhere to certain standards and regulations. This results in a general standard, which must be maintained in all areas of their operations. However, whilst it may be preferable to the exporter for the freight forwarder to be a member of BIFA, it is not illegal for them to operate without membership and does not mean they will not be able to offer a quality service.
